Handicapped parking....

How does one obtain a handicapped hanging tag parking thingy?

Do you go to the DMV and fill out a form?

Do you get it from your doctor?

Can you order it online?

I pass by the 2 handicapped spots every day at the office and I just wonder how each person got one. I mean it's just a blue tag with the handicapped sign. Theoretically I could probably print something similar out. Do they keep the magical blue tags in a super secret vault somewhere?

I also noticed one of the tags had 6/13 written on the bottom in sharpie. I get having a short term handicapped tag for after a surgery or something "Hey, I had knee surgery and will be rehabbing for a few months" Ok, I buy that, that makes sense. But JUNE 2013?!?!? What person is like "I'm going to be handicapped for exactly 2 years and 3 months." It's mind boggling really.  Why not just go ahead and tack on a few extra years and make it 6/19? Why put a date on it at all and just have it forever?

It's the simple things that confuse me.
